Articles 18 &19 Discussion and recommendations- Emile Gareau, James Kupfer
Both petitioners for articles 18 and 19 have received necessary approvals from BOS, Planning Board and DPW.
Motion made by AE to recommend article 18 Brookfield Lane Acceptance. Second by KK

Motion made by AE to recommend article 19 Pine Acres Drive Acceptance. Second by KG
Recommended 5-0
Articles 20 and 21 Open Space Parcel Acceptances Motion to recommend both articles made by JC, second by AE. Recommended 5-0
Article 16 Pine Grove Sewer Pumping Station: Total recommendation is for $320,000 to replace existing sewer siphon with a sewer pump station. $185,000 to be transferred from Article 13 of the May 27, 2015 ATM , the remaining $135,000 to come from borrowing.
Motion made by JC to recommend Article 16 , not to exceed $320,000, from funding sources listed above. Second by KK. Recommended 5-0.
Article 17 Amendment of Article 16 from STM October 10, 2012. This will be modified to include the ability to replace wells. The $83,000 that is left in the account would get the process of gathering engineering . Motion made by JC to recommend the amendment of Article 16 from STM October 10, 2012. Second by KG. Recommended 5-0
Article 23 Sale of Land. Motion made by AE to recommend . Second by KK. Recommended 6-0
Article 24 Municipal Aggregation of Electricity: Finance Committee will not be taking any action on this article as there is no financial impact to the town.
Article 25 Conveyance of Easement: Article will allow company who intends to build solar array in the adjoining property, limited access to Water Department Roadway. Map is on file with FinCom Clerk. Stall Brook School will also benefit by receiving credits , town would receive 30% off electric, and lease payments of $60k over 20 years.

Article 26: Unpaid Bills:
Sewer- City of Woonsocket. Amount requested is $17,900.45 to come from sewer funds
Treasurer Collectors Office- Kelly & Ryan Associates. Amount requested is $21 to come from free cash
Police Department- Cross Match Tech. Amount requested is $400 to come from free cash.
Motion made by KK to recommend article 26, for a total of $18,321.45. Second by AE. Recommended 6-0

School Department.
School Department presented us with a new quote from AdTech for the HS AV proposal. Amount requested is $49,107. Motion made by JC to recommend the appropriation of $49,107 , from free cash. Second by KK. Recommended 6-0
School Department presented with a quote from Anchor Bolt for the Drywell and Catch Basin clean out at the HS. Motion made by KG to recommend the appropriation of $22,000 from free cash. Second by KK. Recommended 5-1
DPW
Don is asking us to amend our previous recommendation for replacement of the DPW Floor. Amount now requested is $21,000 to coincide with the updated quote. Motion made by JC, Second by KK. Recommended 6-0.

Article 2. Trash Enterprise- Motion to recommend the appropriation of $1,607,602 for the purpose of funding the Trash Enterprise budget ($35,200 in Salaries and $1,572, 402 in Expenses). Sum to be raised , $150,000 from General fund, remainder from user fees. Motion made by KK, Seconded by AE. Recommended 5-0
Article 3 Water Enterprise- Motion to recommend the appropriation of $2,074, 717 for the purpose of funding the Water Enterprise budget ( $901,981 in Salaries, $50,000 in Reserve Fund and $1,122,736 in Expenses). Sum to be raised through user fees. Motion made by JC, Seconded by KG. Recommended 5-0
Article 4. Sewer Enterprise- Motion to recommend the appropriation of $1,305,662 for the purpose of funding the Sewer Enterprise budget ( $121,356 in Salaries, $25,000 in reserve funds and $1,159,306 in Expenses). Sum to be raised through user fees. Motion made by JC, Seconded by KK. Recommended 5-0
